(b)Qualification requirements to be met to implement government procurement policies:This project implements relevant policies such as mandatory or priority procurement of energy-saving products by the government, encouragement of environmentally friendly products, support for disabled welfare enterprises, support for small and medium-sized enterprises, support for prisons and drug rehabilitation enterprises, support for underdeveloped areas and ethnic minority areas, and restrictions on the purchase of imported products.
(c)本项目的特定资格要求：1、具有独立法人资格，持有有效期内的营业执照；
2、未被“信用中国”网站(www.creditchina.gov.cn)列入失信被执行人、重大税收违法案件当事人名单，且“中国政府采购网(www.ccgp.gov.cn) 中未被列入政府采购严重违法失信行为记录名单；
3、具备电力工程施工总承包三级及其以上资质或输变电工程施工专业承包三级及其以上资质；
4、具备有效期内的安全生产许可证；
5、拟派项目经理：具备机电工程专业二级及其以上注册建造师执业资格，具备有效期内的安全生产考核合格证书，且不得有在建项目。
6、本项目不接受联合体投标。
(c)Specific qualification requirements for this program:1. Having independent legal personality and holding a valid business license; 2. Not included in the list of dishonest persons subject to enforcement and parties involved in major tax violations by the "Credit China" website (www.creditchina. gov.cn), and not included in the list of records of serious illegal and dishonest behavior in government procurement on the "China Government Procurement Network" (www.ccgp. gov.cn); 3. Having the third level or above qualification for general contracting of power engineering construction or the third level or above qualification for specialized contracting of power transmission and transformation engineering construction; 4. Having a valid safety production license; 5. Proposed project manager: Possess a registered construction engineer qualification of Level 2 or above in the field of mechanical and electrical engineering, hold a valid safety production assessment certificate, and must not have any ongoing projects. 6.
