(c)Specific qualification requirements for this program:3. When a branch of a legal entity participates in the procurement activities of this project in its own name, it shall provide relevant certification documents registered in accordance with the law and an authorization letter issued by the legal entity to assume full direct responsibility for the procurement activities of this project; Natural persons should provide identification documents. 4. Not involved in undertaking other related businesses such as project evaluation, survey, design, supervision, construction, material and equipment supply, or having a subordinate relationship or other direct interest relationship with the above units. 5. This project does not accept consortium responses. 6. This project is specifically aimed at procurement for small, medium, and micro enterprises. Small and medium-sized enterprises should provide the "Small and Medium sized Enterprise Declaration Letter" as required. 7. This project does not allow subcontracting.

1. 根据上海市财政局《关于上海市政府采购信息管理平台电子招投标系统正式运行的通知》（沪财采[2****4]2**$3号）的规定，本项目采购相关活动在上海市政府采购信息管理平台（简称：电子采购平台）（网址：http://www.zfcg.sh.gov.cn）电子招投标系统进行。电子采购平台是由市财政局建设和维护。供应商应根据《上海市电子政府采购管理暂行办法》等有关规定和要求执行。供应商在电子采购平台的有关操作方法可以参照电子采购平台中的“在线服务”专栏的有关内容和操作要求办理。
2. 提交响应文件时间截止后，实质性响应采购文件的供应商均参加磋商。实质性响应采购文件的供应商不足3家的，本次采购失败；其中，实质性响应采购文件的供应商只有2家，但是符合财政部文件规定情形的，竞争性磋商采购活动可以继续进行。请各提交响应文件的供应商法定代表人或其授权代表于规定时间在采购代理机构出席磋商会议。请携带法定代表人授权委托书、政府采购专用CA认证证书等出席磋商会议。
