中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海壳牌石油化工有限公司（以下称为“招标人”）委托，就中海壳牌惠州聚碳酸酯项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted byCNOOC and Shell Petrochemicals Company Limited(hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Polycarbonate Projectby International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Polycarbonate Projectin Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

3. 对投标人的资格和业绩要求：

（1）资格要求

A．如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，投标时需提供原件扫描件（原件备查）；

如果投标人为境外注册公司，需提供有效的公司登记注册证明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combinedcertificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference;

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

B.本次招标不接受代理商投标。投标人应为本次投标所投产品的制造商。如投标人为制造商同一集团负责销售投标所投产品的全资子公司、控股子公司（投标人应提供制造商或其上级公司证明上述事项的证明文件），则视投标人为制造商。不能再将此货物同时授权给其他投标人参与投标，否则相关的所有投标将被拒绝。

Bid by Agent is not accepted.The bidder shall be the manufacturer of the biddingproducts. If the bidder is a wholly-owned subsidiary or holdingsubsidiary of the same group as the manufacturer responsible for sales ofthe bidding products, the bidder shall provide relevant evidence documents fromthe manufacturer or its superior company to prove the above matters, and in such case the bidder shall be deemed as the manufacturer. The biddinggoods cannot be authorized to other bidders to participate in this bidding at the same time, otherwise all relatedbids will be rejected.

（2）业绩要求Requirement for Bidder"s reference:

??2****5年1月1日至投标截止日（以合同签署时间为准），投标人所投激光氧分析仪（主仪器，不含吹扫单元等）的制造商至少具有1个在中国境内应用于聚碳酸酯(PC)装置，且单个合同激光氧分析仪数量不少于5台的供货业绩。

??From January 1st, 2****5to the deadline for submission of the bid (subject to the signing time of the contract), the manufacturerof the Laser Oxygen Analyzer(the instrumentitself,not the system,without blowing unitandetc.)supplied in the bid shallhaveat least?onesupply performanceof Laser Oxygen Analyzer for PC Unit within P.R.China, and meet the requirement that the supply quantityof Laser OxygenAnalyzer in a single contract is not less than 5 sets.

??投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：销售合同复印件。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、合同签署页（国内贸易合同应有双方盖章，国际贸易合同应有双方签字或盖章）、激光氧分析仪制造商名称、装置名称、货物名称、货物数量及用户签字或盖章的到货验收材料。

若业绩合同为年度协议/框架协议，除提供年度协议/框架协议外，还应提供相应的已到货订单，订单内容或编号应与年度协议/框架协议相关联。同一个年度协议/框架协议下提供1个或以上的订单及与订单对应的到货验收材料均算为1个有效业绩。

The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract and 2) acceptance evidence of goods delivery. Thereference evidence documents furnished byBidder shall as least demonstrate the content as follows: Date of signing contract, contract signing page(domestic trade contracts should have signatures or seals from both parties, international trade contracts should have signatures or seals from both parties), manufacturername ofLaser Oxygen Analyzer,nameof the plant,name andquantity of the goodsandacceptance evidence of goods delivery signed or sealed by the user.

If the performance contract is an framework agreement/annual agreement, in addition to providing the framework agreement/annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the framework agreement/annual agreement. Providing one or more orders and corresponding acceptance evidenceunder the same framework agreement/annual agreement is considered as one valid performance.

未提交业绩证明文件，或通过所提供的业绩证明文件无法认定满足上述业绩要求的，均视为无效业绩。

If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.

For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. Before bidding, the bidder should complete registration and information verification at https://www.ebnew.com or https://www.chinabidding.com .The bid evaluation results will be published on the website(http://www.chinabidding.com) and China National Offshore Oil Corporation Procurement Platform (https://buy.cnooc.com.cn) .

1**$3.提示Notes

投标人进入开标大厅后，需要进行签到操作，等待开标主持人指令。允许解密后，投标人点击解密按钮进行解密投标文件（需解密前在电脑上插入当前账号绑定的CA），输入正确的CA密码。（请注意：如投标人未在投标截止时间/开标时间前进行签到，原则上将无法进行解密，将被视为撤回其投标文件。）

The bidder need to sign in and wait for instruction issued by the host after entering the the virtual bid opening hall online. After the decryption is allowed,the bidder click the decryption button to decrypt the bid document(insert the CA bound to the current account on the computer before decryption) and enter the correct CA password.(PS:The bidder will not be able to decrypt in principle and be considered to withdraw the bid documents if fails to sign in before the deadline for the submission of bids or the date of bid opening.)

投标文件解密时限为6**$3分钟。投标人未在上述解密时限内完成解密视为解密失败，根据？电子招标投标办法？的规定，视为投标人撤回投标文件。

The decryption time limit of the bid documents is 6**$3 minutes.It"s deemed to fail to decrypt when the bidder fails to decrypt within the given time. Under the circumstances, it"s deemed that the bidder withdraw the bid documents according to the regulation of Electronic Tendering and Bidding Methods.

投标人对开标有异议的，应当在开标现场提出，招标人当场做出答复，并制作记录。未在线上开标现场提出的开标异议，不予受理。

Any objection to the bid opening raised by the bidder shall be raised at the bid opening site and the tenderee shall answer on the spot and make a record. It’s not accepted that the bidder has not raised objections at the bid opening site online.
