服务范围：本项目包含完成郴州市市场监督管理局2****5年产品质量监督抽查磋商文件规定的服务范围、工作内容、服务要求、服务流程、服务标准及安全要求等提供项目全过程的服务。

1、优先采购：节能产品、环境标志产品享受加分或价格折扣。
2、支持中小企业：中小企业享受预留采购份额或价格折扣。

1、满足《中华人民共和国政府采购法》第二十二条规定；即：
（1）具有独立承担民事责任的能力；
（2）具有良好的商业信誉和健全的财务会计制度；
（3）具有履行合同所必需的设备和专业技术能力；
（4）有依法缴纳税收和社会保障资金的良好记录；
（5）参加政府采购活动前三年内，在经营活动中没有重大违法记录；
（6）法律、行政法规规定的其他条件。
2、落实政府采购政策需满足的资格要求：
¨专门面向：¨中小企业 ¨小微企业 ¨监狱企业 ¨福利性单位。
¨强制分包：大型企业应将采购份额的%分包给中小企业。
3、本项目的特定资格要求：供应商具备并提供计量认证证书（CMA）。
4、单位负责人为同一人或者存在直接控股、管理关系的不同投标人，不得参加本项目同一合同项下的政府采购活动。
5、为本采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的，不得再参加本项目的其他招标采购活动。
6、被“信用中国”“信用湖南”“信用郴州”网站列入失信被执行人和重大税收违法案件当事人名单的、被“中国政府采购网”“湖南省政府采购网”网站列入政府采购严重违法失信行为记录名单（处罚期限尚未届满的），不得参与本项目的政府采购活动。
7、联合体投标：本次招标不接受联合体投标。

2.1 供应商应在本项目获取磋商文件截止时间前登录湖南省公共资源交易统一注册平台（网址：http://2***2.2***0.8**$3.1**$3:8****8/G2/register!verification.do?systemId=4****8c7b3**$3a8cfff2****5a8df8bba0***1fc）中进行账号注册和数字证书申请。
2.2 已完成审核的供应商应在本项目获取磋商文件截止时间前登录郴州市政府采购（非标）电子交易平台（网址：http://cz.hbncp.com.cn/#/）中进行“公告”--“立即投递”--“下载文件”的操作，逾期将不能获取文件。未按照相关程序操作的投标人，所产生的后果由投标人自行承担全部责任。修改、澄清后的磋商文件请投标人自行在以上网站下载或查阅，恕不另行通知，如有遗漏，由投标人自行承担全部责任。
3、通过网络下载，其磋商文件与备案的书面磋商文件具有同等法律效力。供应商应及时关注网上相关采购信息，如有遗漏（包括但不限于文件未下载或下载不完整），采购人概不负责，所造成的投标失败或损失由投标人自行承担。
六、响应文件提交的截止时间、开标时间及地点：
1、响应文件的提交方式：供应商应在本项目获取磋商文件截止时间前登录郴州市公共资源（非标）电子交易平台（网址：http://cz.hbncp.com.cn/#/）进行线上上传。
2、首次响应文件的提交截止时间：2****5年0**$3月3**$3日上午1**$3时3**$3分（北京时间），超过截止时间的投标将被拒绝。
3、首次响应文件的开启时间：2****5年0**$3月3**$3日上午1**$3时3**$3分（北京时间）。
4、首次响应文件的开启地点：郴州市市民服务中心4楼市公共资源交易中心第2 开标室。
5、本项目实行全流程电子化，供应商应在规定时间内使用电脑自行远程解密开启文件，并参加网上开标活动。电子响应文件解密时限：3**$3分钟。请投标人确保响应文件如期解密。
6、首次响应文件的开启时间与提交首次响应文件的截止时间为同一时间。
7、本项目电子响应文件容量应当控制在1***0MB以内（如文件大小超过1***0M，请联系系统客服协助），请投标人注意控制文件大小，若因响应文件容量较大而影响投标的，其责任由投标人自行承担。
