5.参加采购、招投标等活动前三年内，在经营活动中没有重大违法记录；

（二）凡有意参加投标的投标人，请登陆“行采家”→“个人中心”→“电子招投标”→“电子投标在线报名”处→搜索该项目并点击“在线获取”按钮。完成本项目招标文件以及图纸、澄清等开标前公布的所有项目资料（本次招标不提供纸质版招标文件）的获取和下载，无论投标人下载或获取与否，均视为已知晓所有招标内容。
（三）招标公告所附招标文件仅供阅览使用，投标人只有登陆“行采家”→“个人中心”→“电子招投标”→在“电子投标在线报名”处→搜索该项目并点击“在线获取”按钮完成网上获取采购文件，投标人才被视为合法获取了采购文件，否则其投标将被拒绝。即：若投标人未通过以上获取采购文件流程完成采购文件的下载、获取，投标人将无法在电子招投标系统中上传电子投标文件。
注意事项：本项目为渝北区属国有企业采购电子招投标项目，首次参与电子招投标的投标人须申请行采家账号密码、办理CA证书（办理CA证书费用由供应商自行承担）并下载大家采投标文件制作系统，制作电子投标文件进行互联网在线投标，具体操作流程请下载项目公告附件《采购公告附件（行采家供应商必看手册）2**$3-3版》进行查看。因未注册行采家账号、未办理CA证书、操作不当等原因造成无法投标或投标失败的后果由投标人自行承担。
1.CA证书的办理流程：下载采购公告附件《采购公告附件（行采家供应商必看手册）2**$3-3版》-《重庆政府采购（兼用行采家）全程电子化招标采购CA办理手册》，并按照要求操作。
2.电子投标文件制作：登录“行采家”→“个人中心”→“电子招投标”→“电子招投标中心”→“相关下载”栏目，下载“大家采投标文件制作工具”、“统一签章客户端” 安装包，并按照《采购公告附件（行采家供应商必看手册）2**$3-3版》-《【供应商必看】行采家（CA版）供应商投标前软件安装手册》、《行采家全程电子化操作手册-供应商(CA证书解密版)》操作。
