生态控制线是指为保障全市基本生态安全、保护自然生态系统、优化重要生态功能，依照法定程序划定，需要严格保护和管控的范围界线。生态控制线按照《厦门市生态控制线管理实施规定》的要求实施管理。<http://zygh.xm.gov.cn/itp-static/2**$3/1***3/detail//p>
